This is an assertion seen often in social media and other places. What this amounts to is an effort to appear as though the party suing the city frame the city council as beligerant and unreasonable. In reality what has occurred is a 'moving of the goalposts' in an effort to have things completely back the way they were before COVID.
A one-sided compromise where nothing is given on either side is not a compromise.
